The sheer ambiguity though is the problem and one which will mean the majority of sites will not comply when the date passes, and one which is not addressed by the people enforcing this law, the EU. If user data privacy is the goal, then deeper modifications to the core systems code is in order, leaving it difficult to upgrade and open to security issues.
